My kids robotics program uses those on a much smaller scale.
Cool, now let's see them do an emergency lane change maneuver without falling off the rim 
interesting idea.. but how do you put treads on them for ice, snow, or even rain?
Imagine drifting with those, you could go in at any angle and probably come out the other side.
Screw the tires. We all just saw a Toyota Echo on some Centerlines. That's history.
What keeps the rim from just spinning inside the tire? It can go sideways but not forward

I've seen tires almost do that. Buy they were on a drag car, were bias ply, it was a hard corner,and said car was running a spool.
I will join my fellow historical naysayers and just say it looks completely unusable for cars.
