stuff like this is why craigslist pissed me off to the point I can't use it atm. Broken cars are not worth 1000 bucks I don't care how good the rest of it is in.

I suspect that his claim to insurance was that he was just driving along during a rain storm and the Fraser river rose so fast that he couldn't do anything to prevent his car from being flooded...

Sounds like water did get into the combustion chambers one way or another, or seized up the engine somehow...too bad, because a 4runner with an electrical problem keeping it from running could be a steal of a deal. Going fender-deep in water is usually no big deal for these things.
I'd say buy it for what it would be worth with the engine missing. If it doesn't have diff breathers change the diff oil, drop in new engine and enjoy.
