9's would be fantastic. Dad met this goal in the early nineties. I suspect it can be done today.
So there was an experiment that Paul Brown did back in the day when he was still based in Omaha. He took a stock 5.0 LX hatchback and didn't do anything except get the chassis squared away. Cage, Upper control arms, slicks, and a few other things I don't remember now as it's been 20 years. He took that car from low 14's to mid 12's just with chassis/tire improvements. He never touched the motor, transmission, or rear. I think when he finally put 4.10's in it, it was very low 12's
So with that begin said, there is another option here that I just thought about. The SN95 mustang can fit a 460 in it with no issues at all. A former co-worker of my wife had this car:

It would bracket 10.5's all night long and run wide open in the high nines if the conditions were right. If you look at the build, other than the connecting rods for durability, it was nothing fancy. Stock ported heads, some high compression pistons, a nice cam, and a good ole fashion powerglide. You could replicate that build and possibly get close to the 5K budget. BBF are pretty cheap.
