It's to meet the letter of the law for covering the tires with the fender. No functional purpose - I have confirmed with Mazda. Go ahead and remove if desired, but IIRC you have to cut it off. All NDs have them.

Fortunately/unfortunately this is not my car. I just happened to see an ND that was the hundredth anniversary edition. I got all excited and started geeking out because I own An NC.

Probably not a good idea to cut them off in this case then.

My guess would be that those are placed the exact spot were water can come off the rear tire and be thrown into the open top (or maybe side window).

Only way to find out:  Find someone with the car, take them off, drive through puddles.
