Have you fixed the issues so it does not repeat? I would not worry about a surface blemish on a tire.
Not worried at all, sounds like extremely light contact. As a quick fix you could install coil spacer rubbers to gain a little height and stiffness.

The issue seems to have fixed itself. The inside of the flare no longer has a lip.
