so one of the problems I'm having with my frankenfiat project is figuring out what to do for tires. I inherited 3 sets of hoosiers, but I need something for the street as I work out the wrinkles/just cruise it around. my problems are my rims are all 13" does anyone know of a good performing road tire for 13" rims?

Not anymore. :(
Another sad remembrance of HTR200..
Yeah, pretty much stuck with either all-seasons or full race tires. I haven't found anything in between. If anyone does, let us all know. I have 2 cars in the garage that have 13" rims. One (Opel GT) can be upsized very easily as there are choices out there that will fit without modding. The other (63 MG Midget MK I), stuck with 13" and narrow at that unless wheel wells are flared to accept a wider tire then maybe could put 14" on. Even getting slim pickings in 14" which is what my Miata has.

Yokohama A539...found on minimania.com
wow, HTR200s are no longer? I just got a 13" set about 2 years ago!
The route I went, though, was to up the 13s on my GT6 to 14s, which give a pretty good tire selection (including Star Specs)
1010tires.com has several listed in 175/70/13 and 155/80/13 sizes.
or Federal Tire here http://lsdmotorsports.com/ctgy/902232008.html
or these http://lsdmotorsports.com/ctgy/902232507.html

Definitely check with the Mini suppliers.
Did you know you can still get Yokohama A008s in a 10" size?
13's? Those aren't little. My mini has half-dubs.
Yeah, you can find 13's still, but they aren't cheap anymore. Same goes for 15's
The problem with the 13s available today are they are mostly all season tires, hardly performance oriented.

So I should probably grab the Ronal R15s 15" wheels for sale on CL for my Miata before 14" tires are impossible to find?
American racer make a DOT cert-ed 13 inch tire available in 235 70 13
cost ~$105 each tread wear is listed as 000 but i know guys that run them on a trailer he hauls his race car on.
don't R888's come in 13" ? I know they used to as little as a couple of yrs ago
You can get the Toyo 185/60-13 888s ~Here~
I buy at least six of these per year for my vintage race Spridget. Nice tires (but not technically street legal).
About $125 each plus shipping (the price has gone down a bit).
If you drove them gently on the street, you could probably manage to get 3 or 4 thousand miles on them (which is more than I drive my street MGB each year).
I thought the 888's were street legal ... 'course I've been wrong before

Holy crap! That is a freaking huge tire. If my math is right that sucker will be 26" tall. Compared to most standard 13" tires at 21-23".
If it were a 50 series or lower profile it I imagine it would be a hot seller in this limited market but I can't think of any 13" wheel shod car that could use that.
Toyo R888s (and RA1s) are technically street legal--DOT certified. I'd say the R888s are practically street legal too--UTQG rating is 100-AA-A. Plenty of people run them as summer street tires. They certainly don't have the dry grip of a Hoosier A6 or Kumho V710, but they work better than those in the cold and wet.
185/60R13
205/60R13
225/45R13
I like the RA1 better as a street tire. More tread depth, happier at a wider range of temperatures. I've used them as street tires on a number of cars. Any car light enough to run 13" wheels will probably have fairly low tire wear. They come in a 205/60R13 if that's a useful size.

They normaly roll out at 74 inches or 23.55 dia
Some funny specs then. That is closer to a 55 series @ 23.2". A 70 series should be 26.0" on the money.

Maybe that's with 10# of air in them....
Well they do streach some but normaly i'm 18 to 22 psi on a 8 inch rim if on a 7 they do get a bit taller but don't recall how much as i've been on 8's so long.
