For my Impulse I have a Tennessee Title that was signed by the seller and myself when I picked up the car. I have not yet registered the car but have decided to sell it. Will I need to go and pay to register the car in my name and then receive a new title to sell as normal or is there a way to get a title I can sign to someone else w/out having to pay registration?
You should be able to re-title the car without registering it for street use. They look at me funny sometimes but I just tell the dmv person it's a project or parts car and I don't intend to drive it. They kinda have to work with you on it because you're "supposed" to transfer ownership within 30 days.

Ohhh awesome I always assumed they were part and parcel with each other. Thinking on it that doesn't make sense from a proof of ownership perspective on race cars. Title is for transfer of ownership, register is to drive it on streets and those are 2 different objectives.
I have titles cars after holding the signed title for more than a year. I just told them that I could not find it and it was a project car. You may have to pay a small penalty on the tax if FLA collects tax on vehicles. Her in ma if you don't pay the tax in something like 30 days they can assess a small percentage penalty. Really not worth getting excited about.
