Lost my gopro3. :(

Looking for a replacement for hpde/tt but wanted to be able to get overlay for speed, position on track, cornering g force, and automatic laptimes. With video software inclusion preferred as well as both roll bar and suction cup mounts available.

Was looking at a SmartyCam HD rev2 and GPS add on but it's like $1,200.

That's a bit much when a gopro hero 4 silver is like $400.

Camera quality doesn't have to be top notch 4k, 1080p with 60 fps would be fine.

Any recommendations that would have more features then the GoPro but less then $1000?

Smartphone with a decent in-car holder? I use my iPhone 6 Plus with Harry's Lap Timer and it can do most of what you're asking for, plus you can use something like RaceRender to cover the rest. One thing about using the smartphone is to get a decent holder, I was using a RAM X-grip mount with a composite arm and upgrading to a purpose-made iPhone mount with an alloy arm made a noticeable difference. Also, with a smartphone you'll probably want an external GPS receiver at some point as they're more precise.

Otherwise, a Garmin VIRB should meet your requirements.

One of the German computer magazines I still read had a test of 'action cams' and their conclusion re 4k was to not bother, most of the cameras labelled "4k capable" weren't really that, err, capable.

Overall GoPro still (IIRC) has the best support with accessories and all that.
