Site says 2.5" x 0.060" wall. Is it truly 2.500" O.D. and 2.380" ID?
Generally, tube as you described above is spec'd based on the outside diameter. So yes it should be 2.50+/-" on the outside with a 2.38+/-" inside diameter.
Pipe (generally thicker wall) is based off a nominal size that is not usually equal to the actual measurements.
