If the out was greater than the in, the total toe would be out, though. Also, I don't know anything about Miatae, but wouldn't having the rack off center negatively effect bump steer and Ackerman?

No mention was given of how much. Yes, if there's a difference in absolute numbers then the toe is off - ignoring Ackerman, as that's exactly what Ackermann is. But simply turning the wheel will give you positive toe in one wheel and negative on the other.

Having the rack off center will have an effect on bump steer, but I'm working under the assumption that the steering wheel is not grossly misaligned on the steering shaft here. Instead, it was parked with the wheel just a few degrees off center and the tech didn't check, which is a whole lot more likely. We've all had alignments like this. At that point, the effect on bump steer and Ackermann is more theoretical than actual, although it does provide lots of potential for pedantic internet forum discussions .

I just like to whip out my Ackerman whenever I can, and I drive a Fox chassis car, so that's not often.

Awesome! Next up, see if you can find a shop (or a local enthusiast) that has scales. Put some ballast equivalent to your weight in the driver's seat (or just sit in it if you're not helping,) and then corner balance your car. Depending on where you're at now, which is unknown, it will make another world of difference.
