It will only make it rich at high boost levels, yes. That is what is desired.
It will not be rich, it will be OVER-rich. Like, the computer is commanding 11:1 assuming the fuel pressure has the same rail:manifold differential. Jack that around and you go excessively rich.
OE fuel tuning is generally richer than is needed for best power, anyway. Adding even more fuel to that is silly.
For really old school E36 M3 that was na to begin with, rising rate regulators are "okay" if your not looking for something extreme. Anything since say the early 90's and the ecu SHOULD be good enough to either adjust itsself or you can tune it. With a mid 90s volvo turbo if just slap a mbc on along with a wideband and up the boost until its 11.5-12 and keep it there, or better yet swap on a 16t/18t/19t and angled exhaust housing and if you want, grab bigger injectors out of the junkyard with a hpt or t5 ecu or have yours tuned.
To the op, you know yours is more fancy and i think your on the right track, id like to see a build thread only because I haven't seen one for a c30 and i think they are way cool

Well it's a possibility, but only one of many. Look for a mammoth post later this week, a what car thread to end all what car threads criss shopping Porsche, Miata, Shelby, Focus RS and more. This is in there too!

Thanks Knurled. That makes sense.
So, I've now got a thread going on Swedespeed and getting some good feedback. If I do this on the engine side it's looking like:
Elevate tune
Elevate or e-bay DP
Elevate intake pipe
Maybe skip the cat back
I'm thinking that's going to get me over 300lb/ft at at in the region of 280hp. Apparently there is a later OEM Volvo intercooler that works better than the S40/C30 aftermarket ones but needs a little work to fit. Mine is looking pretty ebat up after 105K miles so that may help.
Also, this is not my car, but the same color as my car and lets face it RPF1's make everything look better.

NICE! On all accounts. I am looking forward to your built thread
