You can also look at a Mazda 323 GTX.
I would personally throw snow tires on a RWD car like an E36, E46, or a Camaro and start practicing on drifting.
I would go FWD with snows first. Should get you through most of what you need an AWD car for. As long as it is not bumper deep
Allroad. Get one for WAY less than your budget. Buy the aftermarket warrantee and learn to love driving past EVERYONE else when it snows.
There is a stage 3 one in the classified section right now.
I've had several AWD cars and 4wd trucks. The Allroad was by far the best in E36 M3 weather.

There aren't a whole lot of dealerships in Wyoming. Or cars. Or people for that matter.
My point is be careful with what you pick. If you get some esoteric, limited production or really old car you'll find it difficult to find parts and people that can work on it locally.
That'll leave you ordering everything you need from the web, waiting for it to arrive and then installing it yourself. No big deal if you have multiple cars, but if you only have one, that's an issue.
Honestly I'd buy an American pick up truck. When you leave Wyoming, sell it there.
I would check out which dealerships are in the area you're moving to and narrow things down from there. Unless you plan on your own maintenance.

How are you 25 with a 35k budget?
If he's been out of college for 4 years and has had a decent job during that time, he's making more than enough money to afford 35 bi-turbos.
Do we live in the same America?
EDIT: Checked your profile, we live an hour apart.
How new does it have to be? Someone said EVOX, go for that if you want as new as possible.
being a male under the age of 25 wouldnt the insurance on an evo be stupid.
How many tickets do you have? If you havn't had anything for 3 years you should be fine. I had a 350Z when I was under 25 and insurance was cheap. That was back when they only had like 20 less hp than V8s.
Also I had the 350Z in Chicago suburbs, AWD wasn't very necessary for me. I also routinely go to Colorado during winter. Went with both my Subaru and my current Mustang GT. Had no issues with the Mustang.
Did you mean "new, new" or "new to you" in your original post?
If "new, new" then I just went through this. The answer was MINI Countryman Cooper S All4. For 35k, you could probably get a JCW with a bit more powah. It's kinda (well, totally) German now. It's fun to drive, has decent ground clearance, but strangely poor rear quarter visibility. I haven't encountered winter with it yet.
BTW, the only Subarus you're eliminating are base Imprezas and that crosstrek thing. As for German cars, the only one left is the Golf R, which may not even make it here with a manual.
If you meant "new to you" the world is your oyster.

I'm 31 with a good record, and an Evo is one of the most expensive to insure cars I got a quote on. The STi was much, much, much, much cheaper.
If he means new to him he could pick up a Lancia Delta Integrale or a GTR from Japan, lol.

Weird.
You know what was insane to insure? My Nissan Skyline. Costs more than my '14 Mustang GT.
In reply to kanaric:
I think I have 1 or 2 points on my license for an unsafe movement since Buncombe County, NC doesn't do improper equipment.
also this job is in the middle of nowhere wyoming. Basin, Wyoming to be exact and I would be commuting from Cody, WY(60 miles) for at least a year or so. I am almost thinking the Juke Nismo is currently the best choice.

Well you could pick up a Ralliart Lancer. Like the Lancer Sportback Ralliart that is quite nice. Might cost a lot less to insure than a EVOX and with the same modding potential.
They are DCT only though. The DCT is the same as in the EVO X but with different settings. However they can be changed to operate like the EVO X's does.

You have to pay skilled workers a lot to go to places like Wyoming. In addition to that, it's pretty feasible to be making $50-60k/year with 4-5 years of experience in a technical field.
The roads around here are great, aren't they?
Ralliart's are also allowed to have the turbo equipment swapped over if you are in SP in Autocross, the engine is the same part no.s as in the EVO X so you don't need to do a total engine swap. They are on the same line as the EVO X so updating/backdating is allowed. At least as of a year ago when I last looked.
It's a good compromise.
When I was considering one of those I bought the WRX instead.

I'd still take my suburban over an all road for Wyoming any day of the week, also they got good off roading out there if you like camping and such.
Also there probably is only one person, maybe two who are able to repair an all road in Wyoming.
buy a truck. You don't want to look like a wierdo out there.

There may be some truth to the statement above and few things will make you look more weird than a Juke.
In choosing the Juke, does this mean you are dropping the manual trans requirement or dropping the awd requirement?
awd seems to be necessary and I don't like Subaru's or the German brands.
I just find it amusing that you lay out your requirements for a car and then eliminate the people who make the best kinds of said type of car :D
a 60 mile trip needs a fuel efficent something..
a 2015 diesel colorado.. Booom.. I said.
If you are moving to Wyoming, I'd strongly consider a Jeep Patriot/Compass. I'm sure there are more than a few people up there who can work on Jeeps. Plenty of them out there with a stick shift/awd. I almost bought a Patriot before plunking down on the 5. Ddavidv is a really good plethora of knowledge on Patriots. Paging Ddavidv to the white courtesy phone.
I could go with my old back up favorite the Suzuki/Chevy/Geo Trackicks as well.
