Price cap is 15k. Closer to 10 would be best.
Will be used as a daily.
Must be 2008 or newer.
Will be used in Massachusetts[snow].
25 mpg highway.
Standard transmission, unless it's DSG
Atleast decent aftermarket support, and average reliability.
Can't be too boring!
Past cars - 2013 vw GTI, 2009 vw GTI, 2004 Saab 9-5
Thanks in advance
Mazda3 or mazda6.
Outlier would be nc miata.

I got my 2013 Focus SE Sedan for $11.8k a year and a half ago. It had 23k miles, 37+mpg, and it's fun to drive. Manuals are hard to find!
Up to 50k now with no issues.
Mazdaspeed3, FoST. Not sure the MS3 can knock back 25mpg, but I know 1st hand the FoST can.
Focus ST, for sure. I've seen a few in that price range.

I found 1 in my area with 107k miles
You might not find one around here. Join the Ford Focus Classifieds group on FB, there's a white 2013 asking 14k in Michigan and a red 2014 asking 14k in PA. Both have some mods, which may or may not be a selling point haha.

Is a 100k mile FOST a bad idea? 1 owner car fax, looks clean,

8th gen civic si? It may not be your cup of tea since the powerband differs so much from your previous cars. Good aftermarket, mpg, and comes with 2-wheel drive!

Shop around outside your area. You'll find lower miles FoST dropping below $15k or right at that mark.
Doesn't the MS3 have some discontinued by Mazda engine parts?
I didn't pick a MS3 or a FoST over the GTI, and neither should you. Get another GTI.
$15k will get you a very nice, low-ish mileage (25k-40k), 2013-2015 Focus ST or Fiesta ST.

He can't, he wants something at least decently reliable.
