lightly-used 2009 V6 4Runner Sport Edition. Drives small. Goes anywhere. medium-sized interior. SE has the great XREAS suspension that makes it more car-like handling. Looks great. Deadnuts reliable. Can be gotten with lowish miles for high teens.

This.^^^^^^. She might be better off going with a Kia Soul or Scion Xb which aren't really SUVs or crossovers but offer similar (sort of) utility at a lower price. It's going to be very difficult getting an SUV even a "cute ute" out the door for under $20K. At least one with basic options that most people want.
