I guess you mean it has to START manual and fast if you're concerned about reliability? That does narrow things down. Forgive me if im reading that context clue the wrong way.

You could build a fast, manual, rwd LOTS OF THINGS for $3500 but trying to find ones that start that way is much tougher.

MKiii Supra Turbo shouldn't be too hard to find in that price range.

Hell, you just missed one that i was selling in the $2010 classifieds...

Needed a drivetrain, but it was a clean shell with a nice suspension that could have left my garage for $1000. Already set up for a 2jz/1jz, too. Could have had something monstrously and actually reliable for $4000 total.
