Can an NC be had for under $10k or just look for a late NB?

Not a decent one. They're going around $13-$15k+ for an '06 from what I've seen. You may be able to find one a bit less, but it'll be high miles and/or have something else going on.

$10k should get you the world's nicest NB. If he wants to spend $10k on a Miata, that's what he should do at the moment. Or spend $6k on a NICE NB an then spend the additional $4k on performance things.

Ok small change in requirements after '00. So what about a Toyota MR-S, Celica, Neon SRT-4, or RSX? Any others?

All fine cars, the MR-S can starve for oil in long corners but it should be fine if it's only driven on the street.

Will an Accusump fix that? It might get autocrossed some.

What about turbo Saab 9-3s? Are they horribly unreliable?

There's a Morosso oil pan that takes care of it. I doubt it would be a problem if the car is just getting autocrossed, but, if money isn't a problem, I can't see much down side.

If I were in his situation, I'd be getting an insurance quote on an S2000 before looking at anything else. It's everything a Miata should have been.
