Delamination. This may not be the proper term. But it has layers behind the glass and the layers are coming apart.
Replace.
Usually water infiltration. Same thing that kills mirrors in nicer public restrooms.
Lousier public restrooms usually have polished stainless mirrors, which just get rendered semi opaque from key scratch graffiti.
The layer on the back of most mirrors is metal protected by paint. Silver, tin, chromium and aluminum are common. Corrosion is eating the coating. It almost always starts at the edges where the glass was cut or where the paint is damaged.
May be more common for verts due to water? I have three (non-convertible) 80s cars in my driveway and none of them has this problem.

My 84 land cruiser and my 01 integra both have this problem. $20 junkyard mirror replacement cured it

It's a moral failing caused by parking in the left lane with a quarter mile of people behind you waiting to pass.
The mirror is having a nervous breakdown because you don't ever look at it.
