What do I make of this?

Tonight on Top Gear we try to improve carvans. And as you can see I've done it properly. -James May

Doesn't look very 1997 to me either.  Still, you can't even buy a decent 10-ish HP chipper in the five bill range.  If it is a chipper, it's worth it for that.  Or does that just catch the chips from a chipper?

Those boxes on the back just catch the chips. The chipper is usually a trailer, towed behind.

The second is, split rims.  

They haven't responded back to my request to view it, probably for the best.

Don't feel too bad. If I bought every pipe dream I fantasized about on Craigslist, I'd have been dead long ago. My estate sale, however,  would have been epic.
