A last generation Mazda Protege would do well. I own two of them and we affectionately refer to them as the "Toasters" Both bought in 2002 and never washed or cleaned inside. Drive mine like I stole it from someone I did not like, and other than feeding it a new set of Azenis every other summer and Blizzaks every other winter, they are bombproof.
If you want a newer piece of tin then I recoment the Mazda 3 as another suitable appliance.
whatever you buy, make it look like you've got nothing to steal. no blingin rims, no fart pipe, no visible A/V equipment. if you've got a boomin system, turn that E36 M3 down before arriving home. your neighbors will be your robbers in DC; if you've got something to steal, it will get stolen.
oh, and you must drive rock creek parkway, beach drive, etc, from the Kennedy Center all the way into Rockville. some nice twisties to be found there.
