The official answer: It's a self-deprecating way of asking a question that some might consider basic or stupid.

I for one would at least proofread and edit the post I wrote where I asked about people being stupid but that’s just me.
Don't get me wrong here. I think one apostrophe and one quotation mark is hip, especially with the spaces before and after the quoted phrase.
And thE capital E in the word thE was pretty awesome too.
I think “you” teachers may have failed you!
(This all kind of reminds me of a forum discussion a few years back where someone ripped on another member for his poor use of “grammer”.)

And no matter how he words it, if my heart surgeon said he had to learn about heart surgeries, I would not use him, regardless of wording.
