As a rule of thumb, anything that old and that clean on the outside is not local, so it's probably decent underneath.
Horrible start for anything performance based though, I think. You'd be better off getting a trailer and a Mercedes SUV and going out to Josh's area where cheap E30s are apparently plentiful.
