Closest I can find is O.Z. Titan, so maybe a third party variation. Lots of similarities in design, but quite a few differences as well..
I feel like this style of wheel was everywhere 15-20 years ago, but couldn't tell you if they all came from the same manufacturer or if there were just a lot of variants.
Any stampings under the center cap or on the inside of the spokes?

They are quite heavy really, and I'm not sure I could really ever use them with the whole living on a dirt road.
Really, I pretty much like Soft 8s and that's about it never really cared about wheels. Soft 8s are heavy though too
I was going to follow up with John's comment and say they look like the crap Niche used to put out in that era.

Anyway, onto the wheels... "Alba 700 Edge" seems to be the ticket
If you image search that name, it's mostly pictures of Jessica Alba, which is much better than looking at these wheels anyway.

Funnily enough it was from a couple in their 70s, not what I expected for sure.
Can't really say I'm in love with the wheels anyway, kinda feel like black needs to happen instead of chrome
