If a driver required modified vehicle controls due to disability, as would be required for them in a daily driver, i.e not as a performance benefit, with supporting documentation from the state where they're licensed and have registered vehicles, would said modifications count towards the budget.

I don't think that'll be an issue. A suicide know is a grey area, but the situation is sounding more like the potential of full hand controls.
Rick Goolsby was the guy who responded to most challenge questions last year. If that duty has changed I'm sure he could forward it to the applicable staff member.
As an entrant I'll personally lead everybody to boycott event if GRM counts mods for physically challenged challengers in the build budget.
Per the rules there is not a general safety exemption from budget. Some items yes such as stock brakes and seatbelts. That said I think there is no question this should be exempt.

I have the sources/parts list to build a finger-controlled air over hydraulic clutch. Uses a variable controlled air valve to operate a hydraulic clutch master cylinder.
Isnt the challenge a means to disprove the notion that racing is expensive or difficult to get into? I say modify your vehicle in any way to overcome your disability and see you at the challenge
rick can help, but if his help is anything more than "hand control away, buddy" with no budget hit i'll be very disappointed in him
A rigid reading of the rules would say it must be included in the budget.
Nobody reads the rules rigidly.

The primary purpose of the $20XX Challenge is to generate content for the magazine.
Obviously, this would meet the criteria.

thanks, I have a fair amount of parts for the build, sans possibly needed hand controls. The current crisis involves the storage facility where the cars are (parts car and 323) no longer being vailable after 7/1. I'm working on putting out the fire of arranging to have them moved to a new location.
