Owner drove on a bad wheel bearing until it lost all the rollers. I'd guess the cut is about 1x2.5mm

If the lighter ring around the outside of the wheel center is the cut, I'd still run it. I'm more worried about how rough the mating surface to the hub looks.

I'd run it. If you're at all worried about it, make it a rear wheel. That way, if it does fail you may still be able to steer to safety.
