The official WRC website has HD video me thinks. Had the same problem. Can't get enough.
People usually post the UK HD broadcasts on YouTube. I've watched all the events so far this way. Quality is pretty good if you get the right video. Be aware that there are a couple different broadcasts for each event and one of them has really terrible commentary and editing (takes all the suspense out of the event).
Don't know what the legal implications are, but I think we're free to watch these until they're taken down...
I think Motors TV is the one I don't like, and there's an ESPN Euro broadcast that I like much better.
The FIA did not get a TV deal this year. It is up to the individual rallies to produce and distribute media.
Go to youtube and search for WRCforeva. He's been posting all of the WRC events and some of the IRC events too. He gets them up quick. Now if only we could get MotoGP on youtube without Dorna throwing a hissy fit, life would be perfect.

I have over a terabyte of rally videos since 1982. 720p hi-def videos from about 2006 on of the official wrc coverage :D
A good way to follow WRC rallies "live" is via the RSS feed on the WRC site. You'll get updates after each stage. It's a really good way to follow what's going on. I don't really bother with the TV coverage anymore because of it.
