OK, where I am currently: I have a reliable RallyMoto bike, have run a couple rallies, and plan to finish this season on that bike. I want a car for next year, because Rallying on a bike is fun, but it's not the dream.
Here are my options:
A: Wait for a RWD, prepped or nearly prepped car to surface- this is what I'm curently doing, and getting very antsy. RWD is the most fun, and where I have the most practice, hence my preference, but the cars are thin on the ground.
B: Prep a RWD car from scratch- I need a welder, tubing bender, and notcher, but have the garage space and fab time for this. More expensive for the same prep level as a completed car, by my understanding.
C: Bob Costas out, buy a FWD or AWD car now. Specifically, there is a B13 SE-R tempting me- I like those, and have experience racing them. This option gets me a car sooner and lets me get back to RallyXing for practice and working the bugs out.
D: Other?
If these threads are getting annoying I can stop

I had one, I traded it for the RallyMoto bike...
Do you have the funds and space to purchase a prepped FWD or AWD car AND get a RWD car to prep from scratch? With the idea that you can sell the FWD/AWD car once you finish the build of the RWD hoonmobile and use the funds to cover the first few events in the new ride.
I was sort of under the impression that campaigning a rally car AND prepping another would take more time than a human with a full time job has...

You seem to really want a RWD car and since they don't come up very often, I say Option B

I would just suggest going my route (rallycross while prepping the car and working out any kinks in it for stage as time/money allows), but I know you don't have that kind of patience, lol.
So, just go buy something already made.

Still waiting on those...
I thought novice rally drivers weren't permitted to run AWD until a certain number of events were entered and completed? Does RallyMoto count towards that?
If it were me, I would try to find what ever car has the best availability of parts and ease of repairs, while still being a decent driving car. I'd be less concerned of it was RWD or FWD, rallying is still super cool either way. BTW, FWD cars can do the Scandinavian flick just fine. I known from first hand experience.
