Are you going to be towing backwards? I dolly our car with the front wheels on the dolly, so it's not an issue. But ours is FWD/4WD

FWD only, weight is probably close to 2700 lbs with the trunk full of spare parts. One concern that just occurred to me is the lack of title/tags/registration for the LeMons car....
Some states put plates on dollies, and then the car doesn't need them, some vice versa, but usually one of them needs a plate.
For small cars I really like the big snowmobile trailers. No fenders, tandem small tires, and usually very light weight.

What kind of budget can you put together for a trailer?
I did a quick google search, and found a few companies that sell 900lb trailers. Maybe some of the racing sites have those for sale.
For 3 tows a year, not much. I've been looking at used trailers, and the ones in my price range are heavy and steel. I'm also not too keen on maxing out the tow rating on the Sedona through the Appalachians.
If you have a trailer, you'll use it more than 3 times. At least I think you would.
It's just an option.

FWD only, you have no worries about locking the steering wheel with a strap. Use the column lock (if it still works) for added security, but the dolly straps themselves plus the pockets where the wheels sit keep them pretty snug. After I start towing, I stop about 5 miles later to double check I'm still snugged down.
Check with the state regarding tags. In PA, I don't need tags. It hasn't been an issue, I doubt you'll have one either.
The Sedona is rated to 3500lbs, so I think you'll be fine. My tow dolly is a former U-Haul, so it's heavy. Like I said, go easy on the speed and easy on the brakes as much as possible and you'll have no troubles. The Sedona is a work horse for a minivan.
