Frogg Toggs. Probably the least expensive but most effective gear for rain. I've worn a cheap Gorton Fisherman outfit under my normal jacket/pants as a barrier while riding in heavy rain and it mostly works. The worst part is trying to keep your hands dry. When coming to a stop, water will rush down your sleeves and into your gloves. Someone suggested dishwashing gloves as a solution but I couldn't find any large enough to fit them over the gloves I have so I used them as liners. Gloves got soaked and took forever to dry and it did nothing to keep my hands warm.
