Puka is hawaian for hole. On submarines, we used the word puka all the time since space was tight and you had to be creative to store things by shoving them into pukas. Pukka seems to be a different word meaning something that is good. Confusing brand name if you ask me. That is all I know.

Looks like the standard Chinese scooter setup. You can probably bump up the voltage with a new or rebuilt battery pack, upgrade the controller to handle new higher voltage and over drive the original motor with little to no issue.
I got a razor quad free from the roadside on trash day. Its a 24v system. I changed the stock gearing because it was horribly high. All high speed(way too fast for new driver kids)and no power down low. Also added in another battery so it was now at 36 volts. That requires upgrading the controller due to voltage and adding a lot of watts output. It ended up with snowblower tires and was hilarious off road.
