My co-worker's dad recently picked up an '88 Honda Shadow 800. He rebuilt the carb(s?) with factory rebuild kit. Buddy didn't ask Dad what was all included in the kit, so unsure if the float valve/seat were replaced.

The problem is that it won't idle without pulling the choke. Giving it some throttle, though, it will run OK.

Any ideas/suggestions?

Plugged pilot jets. I would remove these jets and hold them up to a light and check for contamination. Because the passage through these jets is very small, they can be hard to clean. I use a small ultrasonic cleaner to clean pilot jets when I can't clean them with compressed air and a carburetor cleaner wire set. I would also check/clean the pilot passages in the carb body.

Toolpens corect.

Pilot jets are the small ones in side a cast tube next to the main jet, use the small straight screw driver.
