So I am looking for seats for my Miata. Removing the stock belts and getting 4 point belts seems like it make getting a seat easier.
So with that the question is, are 4 point belts street legal?

I'd check with the state DMV, I think it varies. In general, I don't believe they're legal with stock seats.
My guess it falls under if the DOT dosnt get to test them its not legal - much like steel braided brakelines use to say off road use only
does schroth also make a momentium triggered retractor that lets you move about some.. like to reach the heater controls?
Friend of mine had racing seats and harnesses in his far. I HATED going anywhere with him because of that. Serious PITA
Yes they do. I have them in my car and they are DOT approved. I can lean way over and reach the passenger side window crank or pick something off the passenger side floor. If you try to move very quickly they will lock up just like a shoulder belt.
You can also install a switch to kill the power and lock them. Each belt also has a tip switch that will lock them if the car decelerates quickly, or rolls. The only disadvantage is that the belts can be hard to put on if the power isn't on (since they retract). It may be an issue if you park the car on a steep hill, but I have never encountered that.
