I don't buy it. Mostly because you're situation is based on reason and logic and the fact that he painted the engine bay a hideous orange cancels both of those out of the equation.

Is it even possible to paint a turbine housing and have the paint stay on for an appreciable amount of time? I'm betting the engine blew up, someone got drunk, found an old turbo and a can of orange spray paint in the garage and decided to have some fun on the interwebs.

It sure is when that housing is the only part of the turbo actually on the car. Not much heat going through that.
"post deleted"... oh well... definitely a "WTF?" car... $9000 is crack $ money but maybe for 1/2 or 1/3 the price, it might be a good project since the car looks clean otherwise.
It does appear to me that only the exhaust is going through it. There seems to be a tube coming up from the exhaust then a tube going down like an exhaust pipe. Don't know if they are actually hooked up though.
Maybe someone told him that turbos make exhaust quieter so don't have to use a big muffler.
Or maybe just a poser.
