I have been dealing with the office for my car insurance in Kentucky because that is where I may hometown is and where my car is registared. But I spend my time in Huntsville as a student so the Kentucky office, who had been great and made me think how much I loved my insurance company, transfered me to the Alabama office and now I want to punch babies. They told me I had to go get my personal effects out of my car and my dad who is on a trip in Chile had to get in contact with them before I could get a rental even though the Kentucky office told me I could just go ahead and get a rental. So I was sitting there going how the hell am I supposed to get stuff out of a car if I have no way to get to it.

Rental car companies do NOT like to rent to "young people" regardless of the circumstances. Been there, suffered through almost the same deal you're going through. Now make the places New York and San Diego...

However. I'd make a stink with the office manager in Kentucky, who may do some leaning on the Alabama office.

Yeah, if you're under 25, and they couldn't tell/didn't ask at your home, it reasonable they wouldn't do anything without the primary on the insurance from the new office.
