looks to me like the left turn was to avoid an impact with the stopped truck in front of him...he went wide right first, and when he realized there was no room, he swung left as the only other option.

Seat belts just keep you inside.....I know several who are alive today due to not wearing them, I know some who are dead due to being crushed in the vehicle wearing belts, and some who are dead due to not wearing them......its a crap shoot.
