I sure think I've seen one of these, or at least pictures/video of one, a very long time ago. If I remember correctly it is some type of antique firearm intended for a very specific purpose...but that's all I have, and there's at least a 50/50 chance I'm completely wrong anyway. 
There is a cap to fill the chamber with something. I don't think the tank would hold pressure but maybe it would hold liquid.
When the handle is pulled, it opens the chamber to the tube
