Around here there's really no restrictions on the limited use plates, being on the border(s). I see about two cars daily with MD historics, as they're easy to get even for cars that don't really exist (long story). I wish is was that easy in PA but they actually want pictures of the car to make sure it's not a total POS. In MD you just have to sign something that says that its legit, yea sure it is!
