Bathroom fan problem

That's supposed to go somewhere right? It doesn't. 

How do I fix it , so the fan actually does something?

Theres a duct that comes off the box the fan is in

If this has no ductwork above the fan to the outside it is wrong! You need to install some to meet code. Look closely in the space above to be sure it is all gone, or never present.

Is that an exit duct of some description near the bottom right of the photo?

Don't feel bad, if it's not working properly there's a reason for it.

Make sure the ducting hasn't been crushed or the exit (wherever that may be) hasn't gummed up with lint and crud or something like that.
