Well there's your problem!
By any chance could they have been grease starved? Or were they "sealed"?

Just clean it with a little steel wool and pop it back in.
Fresh water. Apparently, the factory grease doesn't last 17 years.
(Man, you spend $150 on a PWC and you'd think you'd get something well-maintened...)
If they look nicer than that when they are changed you are wasting valuable resources
don't bearings work better with some wear?
