I'd say Angela Bassett as a villain. She's got the weight to not have to say much, but you just know she will annihilate you if she desires.

Villain: Amy Adams. She looks all Midwest-girl-next-door, but she has this "look" that makes her appear as though she is enjoying someone get chewed up in the blender.

The code name fan theory doesn't work when we've seen his parents' gravestone in Skyfall, or in the opening of View to a Kill where Roger Moore is at the grave of Teresa Bond, which is a callback from the Lazenby movie.
I don't know why but the first name that sprang to mind when I saw the thread title was Jim Jeffries. Just let him play the villain as himself. A foul mouthed Australian, telling a lot of jokes.
I am not a fan of the Bond universe, but I would watch that one.
