Obviously doing this to help someone buy a house is a bit more subversive, but is it fair to say that if there is no donative intent, it's not a gift?

Donative intent is the absolute key to determining if something is a gift. Otherwise it may be a bailment, loan, whatever. But no intent=no gift
And it gets really squirrely when you start dealing with intervivos gifts (life) or causa mortis gifts (anticipation of death).
