Yea i definitely agree but I just can't really justify the risk of him jacking the price up. Seems if he is already being cheap by doing it off eBay then who knows what else he will do.

If you're dead set on the car, there are definitely people on this board currently in St. Louis. The guy already takes Paypal. You just need someone on the ground to take the title, keys, and car to a safe location where you can pick it up.
How long does it take paypal to clear? Would the best way be to give someone on here in St Louis the money through paypal? That way he gets the cash in person and can't raise the price?
The best thing to do is to find another car. You continue to deal with a sleeze-ball and you will get bitten. Guess what? If the deal is too good to be true, it is.
