Rhode Island does not have the miles of road to maintain, so can spend more per mile

 

California collects more gasoline taxes, ostensibly earmarked for use to maintain the roads.  They put a lot of this into the general fund and spend it on on other stuff, which is literally against the laws, written by the people who are doing it.  You would think with the mild weather, keeping the roads up would be easy.
