A lot of Europas were titled as the following year. That is, a 1969 titled as a 1970, 1973 titled as 1974. They were basically the same car. (73 to 74 TCS, for example.) And, VIN number on an aluminum plate on the body at the front bottom windshield, stamped into the frame over the left rear wheel, and on an aluminum plate pop riveted to the body under the bonnet. Not that any of this info help the OP.
The real questions are as follows:
1: Is anyone looking for the VIN related to the tub?
2: Are you going to keep this car or flip it?
If nobody is looking for the tub as a stolen or if you are interested in keeping this car foreverish then it is no problem... IN MY BOOK... I am, however, not the final judge in this case.

It's a high windshield car - so it has the dash tag along with the under hood tag and frame number. I am in agreement with Datsun1500 to walk away. I believe the dash tag is missing along with the entire dash. My buddy bought it as a parts car as I believe somebody else may have had issues too.
I would prefer to not have any title/VIN problems.
fox makes a good point: before 1981 some states would issue a title stating the year of the car was the year of first title issue. I have seen one 1980 MGB titled as a 1982, production ended in 1980 but some leftover cars were titled after that year.
You might want to post it up for your friend. It's a bit too far for me, but others here I'm sure would be interested, dodgy title and all.
I went to see the car - the frame and body are rust free - the balance of the parts are laying around and it is missing the trans/engine. He is restoring the nicer one and we were looking at serial numbers and you couldn't see it on the nicer one due to the powder coating.
I will know by Monday.....there is already a second guy waiting for it.
