Guan Yu aka General Kwan, a Chinese historical/mythical figure. Sometimes worshipped as a deity of martial arts.
Is there a blade at the end of the stick? He's usually holding his signature Kwan Dao.

Not sure you're correct. I think it's Roy Rogers on Trigger.
