In certain neighborhoods here I’ve seen them used as such. These older Honda’s, especially something like this one, remain a popular target for thieves. 

I know that area. That del sol has probably been stolen at least 3 times. Boots are not common in Minneapolis. 

Maybe he put it on so when the Boot Patrol rolls by they think it's already hooked.  Owner comes out, unlocks and beats a bunch of tickets.
