The only set I've seen on a car that I didn't think were stupid and distasteful were attached to the Opel that runs Chumpcar... is that someone on here?
The testicle thing is part of a law which was passed in reaction to those 'Calvin peeing' decals that were everywhere. The law says you can't display bodily functions or similar on a vehicle. http://www.lawserver.com/law/state/south-carolina/sc-code/south_carolina_code_56-5-3885
The stickers and the testicles are in really poor taste, but obscene? I dunno.
I'm glad they are banned. Simply because I'm sick of seeing them. The very first set I saw approached funny for .25 seconds. Then it was stoopid. Each time I see them, it's stoopider.

Damn! I was just going to ask if 2.7L 4-runner owners were subject to the same ticket if they opened the hood of their vehicle in public.

I had NEVER seen those, until I moved further south in VA.

But there is a time and a place for everything and this ain't it. The state has already said they won't keep them up or remove them, you bust your hump for six months to maybe a year to keep it looking reasonable, then you move on with your life, quit with it and it turns into what looks like tattered garbage. Is that really how you want your loved one remembered?
I thought that we, in America, had basically settled on the following rule of thumb:
If it's something that would cause an uncomfortable conversation between a parent and a 5 y.o., then you can't do it in public.
I can't believe those stupid things have lasted (legally) this long.
On a side note, who is surprised that these guys in the giant trucks have placed male genitalia on them? That's right, nobody.
