I've seen an explosion of them at autocrosses lately and at some big venues it'd be nice to scoot along at 15-20 mph with ease. Decent ones seem to be around $350-$450 at the moment but I'm getting ads on everyones favorite book o' faces where they are being advertised for 75% off (so roughly 80-100 dollars). What's the catch? I looked up a couple on youtube and the reviews look solid. Is the price really that low, too good to be true, actually real and they are simply selling them for just over cost (they can't actually be that expensive to manufacture)?

If they are advertised new on FB for 75% off they are likely scam ads.
I suspect that the cheap ones have poor build quality, low power and poor battery life but I have no first hand experience with them. I can tell you that I've used a Segway Ninebot quite a bit and I think it's great.
We have 5 of them. Just recently overvolted one to 48v and swapped out to a lithium ion battery. Get the MX650, they have a 220lb weight capacity. They come stock with 36v which you can upgrade to 15ah batteries for a little more life or swap to lithium for a bit more punch and longer life. Plus the weight savings of going to lithium makes them more fun. We have an HOA that doesn't allow motorbikes or 4wheelers so this way my way of bucking the system. Stolen? Scam? I dunno, but 20-30% of normal price sounds "too good to be true". I'm pretty sure the batteries in them cost more than that.

that would be my concern about buying an "off-brand"/cheap LiOn powered scooter/device thing

Here is an example of what I'm seeing.
I figured that this is the type of scooter you meant. On smooth pavement they're mostly fine feeling at 20mph. On slightly less than smooth pavement they can get sketchy. I rode the short lived rental version that topped out at 20mph in STL and had fun/didn't die.
For my money I think I'd rather buy a small folding bicycle instead.
