Driver training is way more stringent in Europe than it is here.
Also this is not a requirement for all cars, only if you want the 5-star safety rating. But as neon4891 pointed out, give it a few years

If it stops me from being rear ended by a texting 17 year old driving daddy's suv at 70mph I'm for it. It would make rush hour a lot more bearable if people couldn't rear end each other too. Every day traffic is backed up on every main highway here because of multi car rear end pile ups because someone wasn't paying attention.
As long as I can still drive my older cars I'm good. And I think I'll be ok cuz no one is telling me i need seat belts in my '62.
