Too small for me to make out the manufacturer, but those look like portable chargers, not full charging stations. They're likely connected to something like a dryer plug or NEMA 14-50 so they'd be 20-30 miles of range per hour.
A lot of newer EVs do have a fast-charge mode where they can do something like a 60-80% charge in 15-30 minutes.
Those cable leads appear to be a LOT too small to move +200kW. Just one of my jumper cables appear larger than the pair there.
Not only are those cables rather thin, but the chargers that can do a quick charge are about the size of a fridge, and I doubt they're hiding under that deck.
So if those are 14-50s they have a theoretical max power output of 12kw. Over 15 minutes that's 3 kw-hr, which is about enough for 9 miles of driving. Real world is going to be less.
Yeah, clearly Level 2 AC chargers. 15 minutes is not really plausible as a charging stop - but if you're just ducking into whatever is situated nearby, 15 minutes of charge is a nice bonus since the car will be stationary anyhow. I think of this as "opportunity charging", the refueling you do while you're doing something else.
Level 3 DC chargers can jam a lot of energy and range into a battery in 15 minutes but those aren't them.
I'll bet those spots have been 15 minute only for a lot longer than there have been chargers there, and the chargers are there because it was the most convenient place for them. Meanwhile, nobody took the sign down. This is the result of patching new infrastructure on top of existing infrastructure, like exposed cables on the outside of old buildings or heating air ducts in a house with mini splits.
Some time limit probably makes sense, otherwise you'd have people parked there for hours at a time to charge fully.
I wondered if it is possibly a landlord/tenant dispute.
Lets say the tenant is a coffee and bagel shop with no drive thru. Lots of to-go orders.
Landlord puts in chargers for a revenue stream (for himself) but proximity to power requires the EV chargers to be right at the best parking spots which causes tenant grief, ergo, 15 minute signs from tenant.
However, this does beg the question...will non EVs park in these spots for 14 minutes yet EVs are exempt from the 15 minute suggestion? Or, will respectful ICE owners completely stay out of these spots even for 1 minute?
