That pioneer at ~$600 plus install stuff is what my ultimate solution is. However,  i want to hold off for now until I see what my department is going to do. Dont want to spend savings at this time.

End of the day, evaporative cooler wont work here. A portable ac unit is 450. Still more than i want to spend. So, time to keep thinking of options.

How big a space are we talking?

That's a big room. Trying to cool it for under $400 is going to be a challenge for sure. Not impossible - I have a 220v window AC unit that can handle half of a 1200 square foot shop with a 16' ceiling and serious solar gain, and it cost me about $350 - but I had to do the install.

So if that won't work, how about you cool you? Build a DIY cool shirt, for example?

Cheapest thing is to just buy ice and put it in a kiddie pool under your desk until you can afford the split

His space has a lot more thermal mass than a normal 500 square foot space (3/4ish of it underground) and the ceiling is the floor of the house which is already cooled. I don't think he needs as much AC as we think he needs.

So, i just got off the ladder. My least favorite tool, as im scared of heights....

The duct that i had tapped in to the upstairs hvac has a flapper. That has broken,  and closed most of the way off for this branch. Which means this duct was doing essentially nothing. I THINK i jimmied it open now full . But ill need to get someone with no fear of heights to mess with it more. I know that the airflow has just increased dramatically.

Sounds like you may have just saved yourself $600.

Mini Split heat pumps can be had pretty cheap. They only need a 3" hole for the lines to go through. Condenser unit sits outside and the evap unit hangs on a wall. 

Something like this will keep it nice and cool in the summer and nice and warm in the winter for under $600.

The cost of that unit isn't a lot more than the portable unit I bought back in 2016.  I look forward to installing something like that in my garage. 

I run a 24k btu in my shop. It is well worth every penny.
